Today i decided to go through my army list (its basically an army menu), and pick an anti marines force for 2000 points.
I went for my usual opponent to kick off with, space marines.
the achilles heal of all marine players is their over reliance on the power armour and decent stat line. us guardsmen can still weild the weapons that melt marines into the floor, or blow them to hell. and the bonus is this, if you're only blowing up a few marines a go, each marine is more than double the cost of your guys. assuming you manage to get executioner plasma blasts, or medusa/demoliser shells into tactical marine squads, they really will feel the effects of AP2/3 weapons.
on the flip side, it doesnt matter what wepons they hit your infantry with, AP 1, 2, 3, 4 or 5 doesnt mean much when you've only got a 5+ armour save.

my basic plan would be to destroy everything that is getting too close to my frontline, if they do get into combat, pile in some more specialised squads (command squad/platoon command) to aid the combat with power weapons
the vanquisher would be on dedicated tank hunting, any transports containing CC specialists, landraiders/rhinos, then predators/whirlwinds.
the executioner would be on dedicated terminator/command squad patrol, melty goodness!
you may notice after a few of these types of posts, i tend to check the codex first, build the models, then price them up later. i don't design my units with the points cost in mind, to fit points costs i just select the units i want, and pick more or drop some to stay under the points limit.
